I DUNDEE CONTRACT SERVICES FINANCIAL OPERATING STATEMENT AND OPERATIONAL PERFORMANCE FOR THE THREE MONTHS ENDED 30TH JUNE, 2007

 

There was submitted Joint Report No 665-2007 by the Head of Finance and Director of Dundee Contract Services on the financial position and operational performance of Dundee Contract Services for the three months ended 30th June, 2007.

 

The Committee agreed:-

 

(i) to note the current financial position and operational performance of Dundee Contract Services; and

 

(ii) to note that Dundee Contract Services should exceed the statutory requirement of break even for the third year of the current three year rolling period, which commenced at the start of the financial year 2005/2006.

 

II BETTER REGULATION UPDATE

 

There was submitted Report No 414-2007 by the Head of Environmental Health and Trading Standards on developments associated with the Better Regulation Executive and legislative moves to improve the way local authorities carry out regulatory duties with business.

 

The Committee agreed:-

 

(i) to note the update; and

 

(ii) to approve the consultation response from Dundee City Council which was appended to the report.

 

III PURCHASE OF SHREDDER PARTS

 

There was submitted Report No 389-2007 by the Head of Waste Management seeking authority for the purchase of replacement shredder parts for use in the recycling equipment at Baldovie Waste Processing Plant within Waste Management.

 

The Committee agreed that both of the offers detailed from the specialist suppliers below be accepted:-

 

(i)

Supply and fitment of shredder shafts, cleaning combs and bearings

43,668.63

 

Blue Machinery (Scotland) Ltd

 

 

 

 

(ii)

Supply of replacement cutters, spacers, pinions and bull gear

38,652.00

 

IV PURCHASE OF VEHICLES

 

There was submitted Report No 390-2007 by the Head of Waste Management seeking authority for the purchase of eight replacement light vans which would be used for a range of operational services within Waste Management.

 

The Committee agreed to accept the offers detailed below and to note that all of the vehicles would be procured via the ABC light-vehicle framework:-

V PURCHASE OF FORKLIFT

 

There was submitted Report No 437-2007 by the Head of Waste Management seeking authority for the purchase of a replacement forklift which would be used at Marchbanks Recycling Plant.

 

The Committee agreed to accept the offer detailed below:-

 

Barloworld Handling, Glasgow 20,485.00.

 

VI PURCHASE OF END OF LEASE PLANT

 

There was submitted Agenda Note AN215-2007 reporting that the Chief Executive had approved the purchase of four items of recycling plant all of which had run the full lease period and were made available for sale. The cost of purchase from the lease company totalled 63,950.00. The plant was in good order and would be able to provide a further year's service. On completion of the further service period, the plant could be traded against new replacements or put to auction with the receipts contributing towards the new plant purchased in 2008/09. This option was the most cost effective for the department.

 

The Committee noted the content of the note.

 

VII TENDERS RECEIVED

 

There was submitted Report No 447-2007 by the City Architectural Services Officer giving details of offers received for the undernoted contracts:-

 

(a) BALGAY STREET/LOCHEE HIGH STREET - HEATING INSTALLATION, KITCHENS AND BATHROOMS

 

The Committee agreed to accept a partnering contract with McGill Electrical Limited, Dundee amounting to 120,055.00, together with the undernoted allowances:-

making a total expenditure of 137,730.00

The Committee agreed to accept a partnering contract with McGill Electrical Limited, Dundee amounting to 87,700.00, together with the undernoted allowances:-

making a total expenditure of 100,979.00.

The Committee agreed to accept a negotiated contract with Dundee Contract Services amounting to 24,221.06, together with an allowance of 3,880.00 for professional services, making a total expenditure of 28,101.06.
