I TENDERS RECEIVED

 

There was submitted Report No 381-2009 by the City Architectural Services Officer giving details of offers received for the undernoted contracts:-

 

(a) 56-58 DUNDEE ROAD - SHOP FRONT REFURBISHMENT

 

The Sub-Committee agreed to accept the lowest offer from Muirfield Contracts Ltd, Dundee amounting to 48,775.19, together with allowances of 580 for building warrant and 9,906 for professional services, making a total expenditure of 59,261.19.

 

(b) DISCOVER OPPORTUNITIES CENTRE - ALTERATIONS PHASE 3

 

The Sub-Committee agreed to accept the offer from Forman Construction amounting to 65,000, together with allowances of 10,414 for professional services, making a total expenditure of 75,414.

 

(c) GARRY PLACE SHELTERED LOUNGE - REINSTATE DINING ROOM

 

The Sub-Committee agreed to accept a negotiated contract with Dundee Contract Services amounting to 5,600, together with allowances of 897 for professional services, making a total expenditure of 6,497.

 

II MILL O MAINS PRIMARY SCHOOL - RENEWAL OF ROOF COVERINGS - EXTENSION TO CONTRACT

 

There was submitted Report No 383-2009 by the City Architectural Services Officer seeking approval for extending the existing contract.

 

The Sub-Committee agreed that approval be given for extending the existing contract and incurring estimated additional expenditure of approximately 37,500.

 

III DEMOLITION OF FORMER MID-CRAIGIE PRIMARY SCHOOL, DUNDEE

 

There was submitted Agenda Note AN157-2009 advising the Sub-Committee that the City Engineer had recently invited tenders for the demolition of the former primary school at Mid-Craigie. This property had been the subject of repeated acts of vandalism and its condition had led to public safety concerns. It was therefore considered to be in the public interest if the demolition of the building commenced as soon as is practicable. In order to achieve this by reducing the timescales for approvals, authority was requested for the Depute Chief Executive (Support Services) to accept the most favourable tender as recommended by the City Engineer within the allowances noted under:-

Tender details would be reported for information to a future meeting of the City Development Committee.

 

The Sub-Committee approved accordingly.

 

IV STUDY VISIT TO POUNDBURY - ATTENDANCE OF ELECTED MEMBERS

 

There was submitted Agenda Note AN159-2009 advising the Sub-Committee that the Scottish Government were hosting a study visit to Poundbury for elected members with responsibility for Development Management on 20th August, 2009.

 

The Government would be covering the costs of travel from Edinburgh Airport, therefore the cost of attendance to the Council would be minimised.

 

The Director of City Development would be attending as a guest of the Scottish Government and the Sub-Committee's instructions were requested with regard to the attendance of elected members.

 

The Sub-Committee agreed that the Convener of Development Quality attend this event.

 

V PROCUREMENT OF A CORPORATE ELECTRONIC RECORDS AND DOCUMENT MANAGEMENT SYSTEM (CeRDMS)

 

There was submitted Agenda Note AN160-2009 advising the Sub-Committee that the Project Board for the CeRDMS project were in the process of procuring the necessary software and, following a full tender process, would wish to enter into contract negotiations with Mouchel (using the Opentext/Livelink product) as their preferred supplier for software and services.

 

The estimated cost of the contract was 738,075, which included software licences, consultancy and training. At the conclusion of full contract negotiations with the supplier (estimated September 2009), full details of the contract and costs would be reported to the City Development Committee for final approval.

 

The Sub-Committee agreed to appoint Mouchel as the preferred supplier.

 

The Sub-Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 4 and 6 of Part I of Schedule 7A of the Act.

 

VI SUPPORT SERVICES DEPARTMENT - ARCHITECTURAL SERVICES EARLY RETIREMENT (ER06/09)

 

The Committee resolved that ER06/09, an employee in the Support Services Department, Architectural Services Division, be retired on the grounds of business efficiency with effect from 31st August, 2009 in the interests of the efficiency of the service, and that the retiral be in accordance with the Local Government Pension Scheme (Scotland) Regulations 1998. The employee would also receive enhanced benefits in accordance with the Local Government (Discretionary Payments and Injury Benefits) (Scotland) Regulations 1998 (as amended).
