I DECLARATION OF INTEREST

 

No declarations of interest were made.

 

II HOUSING DEPARTMENT SERVICE PLAN

 

There was submitted Report No 417-2012 by the Director of Housing seeking approval for the Housing Department Service Plan.

 

The Committee approved the Housing Department Service Plan appended to the report.

 

III TENDERS RECEIVED

 

There was submitted Report No 468-2012 by the City Architect detailing tenders received and requesting decisions thereon:-

 

(a) CITY WIDE ROOF SURVEYS 2012/2013 - ACCESS AND ATTENDANCE WORKS

 

The Committee agreed to a negotiated project with the Environment Department (Construction Services) amounting to 24,145, together with an allowance of 2,052 for professional services, making a total expenditure of 26,197.

 

(b) DALLFIELD MSD - CONTROLLED ENTRIES

 

The Committee agreed to a partnering project with McGill Electrical Ltd, Dundee amounting to 103,000, together with allowances of 8,755 for professional services and 10,000 for contingencies, making a total expenditure of 121,755.

 

IV TENDERS RECEIVED BY CITY ENGINEER

 

There was submitted Report No 455-2012 by the City Engineer detailing tenders received and requesting a decision thereon:-

 

(a) REPLACEMENT OF RETAINING WALL AT ANTON DRIVE

 

The Committee agreed to a partnership project with the Environment Department (Construction Services) amounting to 81,040, together with allowances of 8,104 for contingencies and 5,000 for professional fees, making a total expenditure of 94,144.

 

V REGISTERED TENANT ORGANISATIONS - ADMINISTRATION GRANTS

 

There was submitted Agenda Note AN200-2012 advising that a request for grant assistance towards administration costs for 2012/2013 had been received from Mill O'Mains Tenants' and Residents' Association.

 

The Committee agreed to grant assistance of 225 as requested.

 

VI AD HOC PROPERTY GUARDIANS

 

There was submitted Report No 489-2012 by the Director of Housing seeking approval to use Ad Hoc Property Guardians as an additional mechanism of providing security in empty properties.

 

The Convener, seconded by Councillor Alexander, moved that:-

 

(i) the use of Ad Hoc Property Guardians on a pilot basis for a small number of properties be approved; and

 

(ii) the Head of Democratic and Legal Services, in consultation with the Director of Housing, be authorised to agree the terms of and enter into agreement on behalf of Dundee City Council with Ad Hoc Property Guardians for each of the properties where they are to provide security services.

 

As an amendment, Councillor Gordon, seconded by Councillor Cruickshank, moved that the report be deferred so that the Committee could be further appraised with the ramifications of giving over our property to private enterprise who clearly make massive profits from such ventures.

 

On a division, there voted for the motion - the Convener, Councillors Guild, Alexander, Bowes, Campbell, Cordell, Dawson, Hunter, Lynn, McDonald, Melville, Murray, Ross and Macpherson, Lord Provost Duncan, Depute Lord Provost Roberts and Bailies Sawers and Scott (18); and for the amendment - Councillors Keenan, Asif, Bidwell, Brennan, Cruickshank, Ferguson, Gordon, McCready, McGovern and Bailie Wright (10) - whereupon the motion was declared carried.
