I DECLARATION OF INTEREST

 

Councillor Asif declared a non-financial interest in Article VI by virtue of his son and daughter-in-law owning and operating the business at 223/227 Albert Street.

 

II DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) ORDER 2016

 

There was submitted Agenda Note AN60-2016 making reference to Article IV of the minute of meeting of this Committee held on 23rd November, 2015, wherein the Committee authorised the preparation of an Order introducing further measures to vary the provisions of numerous existing Waiting Restrictions Orders affecting Dundee.

 

It was reported that the Order was duly advertised and three objections were received in respect of Constitution Terrace.

 

The Committee agreed to make the Order despite objections.

 

III DUNDEE CITY COUNCIL (KINNOULL ROAD, DUNDEE) (STOPPING-UP) ORDER 2016

 

There was submitted Agenda Note AN61-2016 making reference to Article V of the minute of meeting of this Committee held on 23rd May, 2016, wherein the Committee authorised the preparation of an Order to stop-up lengths of road situated at Kinnoull Road, Dundee to remove a section of road following planning consent granted to an adjacent business.

 

It was reported that the area of road to be stopped-up had been increased to include a footway in the development.

 

The Committee authorised this amendment to the Order.

 

IV DALCRAIG CRESCENT, DUNDEE - VARIATION OF WAITING RESTRICTIONS 2016

 

There was submitted Report No 228-2016 by the Executive Director of City Development regarding a request for additions to waiting restrictions in Dalcraig Crescent due to inconsiderate parking at a junction during peak school times.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Order for Dundee, as detailed in the report.

 

V DISABLED PERSONS PARKING PLACES (VARIATIONS) ORDER 2016

 

There was submitted Report No 240-2016 by the Executive Director of City Development relative to requests during the last year for disabled parking bays which require to be added or removed from the Dundee City Council (Disabled Persons Parking Places) (On-Street) Order 2011.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the on-street disabled parking bay provision in the relevant Traffic Regulation Order for Dundee, as detailed in the report.

 

VI PITKERRO ROAD, DUNDEE - (STOPPING-UP OF FOOTWAY) ORDER 2016

 

There was submitted Report No 248-2016 by the Executive Director of City Development relative to the necessity to stop-up and remove from the list of public roads a small section of footway on Pitkerro Road, Dundee utilising the powers of the Town and Country Planning (Scotland) Act 1997.

 

The Committee approved the preparation of a Stopping-Up Order to stop-up and remove from the List of Public Roads a small section of footway on Pitkerro Road, Dundee, as detailed in the report.

 

VII SUPPLY OF PLANT AND VEHICLES 2016/2017

 

There was submitted Report No 251-2016 by the Executive Director of City Development seeking approval for the purchase of plant and vehicles as required by Dundee City Council to ensure ongoing operational efficiency and to support the delivery of front line services.

 

The Committee approved the purchase of the vehicles listed in Appendix 1, of the report at a total cost of 668,860.

 

VIII GO ULTRA LOW CITY SCHEME - GRANT AWARD

 

On a reference to Article II of the minute of meeting of this Committee of 23rd May, 2016, there was submitted Report No 253-2016 by the Executive Director of City Development seeking approval for the detailed plans for further electric vehicle charging infrastructure in Dundee and surrounding areas as part of the Go Ultra Low City Scheme and Chargeplace Scotland network.

 

The Committee approved the plans to further develop the electric vehicle charging infrastructure in the city and surrounding areas which would be fully funded by grants from Office of Low Emission Vehicles and Transport Scotland.

 

IX TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY

 

There was submitted Report No 250-2016 by the Head of Design and Property detailing tenders received and requesting decisions therein:-

 

(a) BAXTER PARK PAVILION DEMOLITION

 

The Committee agreed to accept the lowest offer from Dundee Plant Co Ltd in the sum of 8,060, to which required to be added allowances amounting to 7,957.80, giving a total of 16,017.80.

 

(b) BROUGHTY FERRY FLOOD PREVENTION SCHEME - SITE INVESTIGATION

 

The Committee agreed to accept the lowest offer from ERS in the sum of 51,992.38, to which required to be added allowances amounting to 11,500, giving a total of 63,492.38.

 

X DEVELOPMENT OF DUNDEE EMPLOYABILITY SERVICE AND THE INVESTMENT OF COUNCIL AND EU FUNDS (ESF)

 

On a reference to Article V of the minute of meeting of this Committee of 7th December, 2015, there was submitted Report No 256-2016 by the Executive Director of City Development reporting progress on the Dundee Partnerships Review of Employability Services and the ongoing work to develop the multi-partner Dundee Employability Service; and seeking approval for procuring Council and EU Funded (ESF) employability provision within the context of this Review.

 

The Committee:-

 

(i) endorsed the overall approach towards the development of the Dundee Employability Service, including the preparation of an implementation plan to deliver the Rocket Science report recommendations;

 

(ii) approved the procurement of Council and EU Funded (ESF) employability provision, through the appointment of a contractor, to deliver end-to-end employability provision from April, 2017 to March, 2019;

 

(iii) agreed that the procured provision be supplemented by specialist Council in-house employability provision which could be enhanced with ESF funds; and

 

(iv) remitted the Executive Director of City Development to keep under review the impact of changes in the national and local context for the delivery of local employability services, including the availability of the European Social Fund and to bring further reports to Committee as appropriate.

 

The Committee resolved under Section 50(A) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Schedule 7A of the Act.

XIII SALE OF BUILDINGS AT TAY STREET LANE, DUNDEE

 

There was submitted Report No 267-2016 by the Executive Director of City Development seeking approval for the disposal of buildings at Tay Street Lane, Dundee.

 

The Committee approved the sale on the terms and conditions detailed in the report.

 

XIV NHS DAY CLINIC, ORLEANS PLACE, DUNDEE

 

On reference to Article IV of the minute of meeting of the Education Committee and Article XII of the minute of meeting of the Policy and Resources Committee, both 26th November, 2012, there was submitted Report No 268-2016 by the Executive Director of City Development seeking approval for the acquisition of the NHS Day Clinic, Orleans Place, Dundee.

 

The Committee approved the acquisition on the terms and conditions detailed in the report.

 

XV SALE OF LAND AT PITALPIN STREET, LOCHEE, DUNDEE

 

On a reference to Article XVI of the minute of meeting of this Committee of 24th March, 2014 there was submitted Report No 269-2016 by the Executive Director of City Development seeking approval for the disposal of land at the above address.

 

The Committee approved the disposal on the terms and conditions detailed in the report.

 

XVI PROGRESS ON PROPOSED DEVELOPMENTS AT DUNDEE CENTRAL WATERFRONT

 

There was submitted Report No 262-2016 by the Executive Director of City Development relative to the above.

 

The Committee noted progress being made on securing a new development within the Central Waterfront area and remitted the Executive Director of City Development to progress agreements as detailed in the report.
