I HOUSING SERVICE PLAN - PERFORMANCE REPORT

The Director of Housing submitted Report No 534-2000 informing members of the performance against targets set in the Housing Department's Service Plan 1999-2002 and detailing the Department's aims to improve performance against targets in the present financial year.

The Committee:-

(i) noted the performances against targets set in the Service Plan as detailed in Appendix 1 of the report;

(ii) approved the Service Plan targets set for April 2001 as detailed in Appendix 1 of the report; and

(iii) noted actions proposed to improve upon performance during the 2000-2001 financial year as detailed in Appendix 2 of the report.

II "BETTER HOMES FOR SCOTLAND'S COMMUNITIES - THE EXECUTIVE'S PROPOSALS FOR THE HOUSING BILL"

The Director of Housing reported that the Scottish Executive had published the above consultation paper detailing its proposals for the Scottish Housing Bill.

The Committee noted that the Housing Department officers as part of the consultation process had arranged a briefing for Elected Members and Senior Officers of the Council on 28th August, 2000 to outline the main issues in the paper and consider the implications for the Council.

III HOUSING (SCOTLAND) ACT 1987 - SECTION 108 REPAIRS NOTICES

(a) 162-166 Clepington Road/61-67 Provost Road

The Director of Housing submitted Report No 310-2000 seeking approval for the service of a Repairs Notice on the above properties.

The Committee:-

(i) approved the service of a Repairs Notice with a time limit of as nearly as may be twelve months for compliance with the terms of the Notice;

(ii) recommended that should owners fail to comply with the terms of the Notice, to instruct the work to be carried out in default and that the Director of Housing, in consultation with the relevant Departments, appoint suitable consultant(s) to provide the necessary professional services and to invite tenders from contractors and thereafter engage the successful contractor to carry out the necessary repair works; and

(iii) noted that should default action be implemented, the appropriate officers be instructed to authorise and arrange payments to the appointed consultant(s) and the contractor.

(b) 12-16 Union Street

The Director of Housing submitted Report No 485-2000 seeking approval for the service of a Repairs Notice on the above properties.

The Committee:-

(i) approved the service of a Repairs Notice with a time limit of as nearly as may be nine months for compliance with the terms of the Notice;

(ii) recommended that should owners fail to comply with the terms of the Notice, to instruct the work to be carried out in default and that the Director of Housing, in consultation with the relevant Departments, appoint suitable consultant(s) to provide the necessary professional services and to invite tenders from contractors and thereafter engage the successful contractor to carry out the necessary repair works; and

Councillor Petrie declared an interest and took no part in discussion of the foregoing items.

IV LOCAL HOUSE CONDITION SURVEY - CONTRACT

The Director of Housing submitted Report No 474-2000 giving details of offers received to carry out the above survey.

The Committee agreed to accept the lower offer by Lickley Proctor & Partners amounting to 36.660 to which required to be added allowances of 5,000 for IT requirements, 1,000 for briefing/presentation costs, 340 for stationery and 7,000 for contingencies required to be added, making a total expenditure of 50,000.

V WHITFIELD, DUNDEE - SALE OF LAND TO HOME IN SCOTLAND LTD

The Director of Housing submitted Report No 537-2000 seeking approval for the sale of land in Whitfield to Home in Scotland Ltd.

The Committee:-

(a) approved the sale of a site at Carberry Crescent, Whitfield as shown in Appendix 1 to the report to Home in Scotland Ltd;

(b) instructed the Director of Economic Development to negotiate the sale of the site with the District Valuer and to report the outcome to the Committee; and

(c) instructed the Director of Support Services to seek first Minister's consent to the sale and thereafter prepare and complete the necessary documentation.

The Director of Housing declared an interest and took no part in discussion of the foregoing item.

VI TENDERS RECEIVED

(a) The City Architectural Services Officer submitted Report No 517-2000 giving details of the undernoted offers received:-

(i) Clement Park 1st and 2nd Developments and Lansdowne Cottages - Window Replacement

The Committee agreed to accept the negotiated offer with Dundee Contract Services to carry out the above work for 96,945.71 to which required to be added allowances of 5,550 for professional services, making a total expenditure of 102,495.71.

(ii) Douglasfield Sheltered Housing - Upgrade of Wardens Communications System

The Committee agreed to accept the specialist offer by Initial Electronic Security Systems Ltd, Blackburn to carry out the above works for the sum of 26,864.50 to which required to be added allowances of 1,500 for electrical work and 4,100 for professional services, making a total expenditure of 32,464.50.

(iii) Craigie Drive 2nd and 4th Developments/King Street/Westfield and 32-34 Fort Street, Broughty Ferry - Window Replacement

The Committee agreed to accept the negotiated offer with Dundee Contract Services to carry out the above works for the sum of 47,559.41 to which required to be added an allowance of 3,735 for professional services, making a total expenditure of 51,294.41.

(iv) Menzieshill 12th and 13th Developments - Window Replacement

The Committee agreed to accept the negotiated offer with Dundee Contract Services to carry out the above works for the sum of 143,428.59 to which required to be added allowances of 15,300 for additional houses and 7,132 for professional services, making a total expenditure of 165,860.59.

(v) Magdalenes Kirkton (Sheltered) Phase 2 - Window Replacement

The Committee agreed to accept the negotiated offer with Dundee Contract Services to carry out the above works for the sum of 50,454.55 to which required to be added an allowance for professional services of 3,960, making a total expenditure of 54,414.55.

(vi) Lansdowne MSD - Window Replacement

The Committee agreed to accept the negotiated offer with Dundee Contract Services to carry out the above works for the sum of 499,490.56 to which required to be added an allowance of 20,067 for professional services, making a total expenditure of 519,557.56.

(vii) Douglas and Angus 6th Development (Flats) - Heating Installation

The Committee agreed to accept the lowest offer by CFM Building Services Ltd, Carluke to carry out the above works for the sum of 241,841.90 to which required to be added the undernoted allowances, making a total expenditure of 315,057.90:-

(b) Concrete Repairs for Derby Street and Small Areas

The Director of Planning and Transportation submitted Report No 449-2000 giving details of offers received to carry out the above works.

The Committee agreed to accept the lowest offer by Castle Contracting Limited to carry out the above works for the sum of 148,657 to which required to be added allowances of 15,073.82 for professional fees, 1,189 for planning supervisor fees and 9,080.18 for contingencies, making a total expenditure of 174,000;

(c) Maxwelltown MSD - Remedial Works

The City Engineer submitted Report No 503-2000 giving details of offers received to carry out the above works.

The Committee agreed to accept the lowest offer by the Fraser Bruce Group amounting to 26,974 to which required to be added allowances of 3,700 for professional fees and 1,000 for contingencies, making a total expenditure of 34,942.

The Committee agreed that the Housing Department send up to five tenant representatives who held STO membership to the above Conference and authorised the attendance of one member of the Majority Group, one member of the Major Opposition Group and one member of the Minority Group.

IX ROUGH SLEEPERS INITIATIVE

IX ROUGH SLEEPERS INITIATIVE

The Director of Housing reported that the Scottish Executive would make available 6m to fund local authority projects to reduce the incidence of B & B accommodation being used as temporary accommodation for homeless applicants.

The Committee noted that a bid for 40,000 by the Housing Department to extend the existing temporary furnished accommodation network to provide a further ten fully furnished 2-apartment flats throughout the City had been approved by the Scottish Executive.

The Committee approved the purchase of flats and the shopping centre in Turnberry Avenue as part of the Ardler Regeneration on the terms detailed and remitted to the Director of Economic Development and the Director of Support Services to conclude the arrangements.
