I BEST VALUE SUB-COMMITTEE

 

The minute of meeting of the Best Value Sub-Committee of 11th September, 2000, a copy of which is appended hereto, was submitted for information and record purposes.

 

II CONFERENCES ETC

 

(a) GREEN OFFICE EXHIBITION AND SEMINAR

 

It was reported that Friends of the Earth Scotland were organising the above exhibition and seminar in Edinburgh on 30th November, 2000.

 

The Committee authorised the attendance of one member of the Majority Group, one member of the Major Opposition Group and one member of the Minority Group at an estimated cost, excluding travel and subsistence of 15 per delegate.

 

(b) McINTOSH. KERLEY. WHERE NEXT FOR THE MODERNISATION AGENDA

 

It was reported that the Convention of Scottish Local Authorities were organising a series of regional seminars on the above subjects.

 

The Committee authorised the attendance of one member of the Majority Group, one member of the Major Opposition Group and one member of the Minority Group to attend the Seminar in Edinburgh on 3rd November, 2000 at an estimated cost, excluding travel and subsistence of 55 per delegate.

 

III PURCHASE OF COMPUTER FACILITIES

 

There was submitted Report No. 639-2000 by the Director of Information Technology detailing offers received for the above equipment.

 

The Committee approved the undernoted recommendations.

 

(i) tender ITD/2000/04 amounting to 17,615 from CRS Computers Ltd for the purchase of IT equipment detailed in Appendix 1 of the report.

 

(ii) ongoing engineering and maintenance costs of 1,400 per annum.

IV MAKING OUR COMMUNITIES SAFER - CHALLENGE COMPETITION BID

 

There was submitted Report No. 664-2000 by the Chief Executive seeking approval for a funding bid to be made under the "Make Our Communities Safer" challenge competition 2001/2002.

 

The Committee approved the undernoted recommendations

 

(i) the submission of a bid to the Scottish Executive under the "Make Our Communities Safer" Challenge Competition, which has two elements:-

 

                     an additional 6 cameras, to be located in the Menzieshill and Hilltown areas, which will take the existing staffing and control room facilities at Tayside Police HQ to maximum capacity.

 

                     a feasibility study, looking at the most efficient and effective way of monitoring all the CCTV cameras operated by the Council, including those at multi-storey housing developments, car parks, schools and community facilities, in conjunction with those currently controlled at Police HQ, and taking account of the potential future expansion of the network.

 

(ii) remitted to the Director of Economic Development to seek contributions to the funding package from other public sector partners.

 

V SCOTTISH EXECUTIVE SPENDING REVIEW 2001/2002 TO 2003/2004

 

There was submitted Report No. 662-2000 by the Director of Finance appraising members of the recent announcement by the Finance Minister regarding the outcome of the Scottish Executive's Spending Review for the period 2001/2002 to 2003/2004.

 

The Committee noted the contents of the report.
