Angus Cycle Hub CIC is to be appointed by Dundee City Council to operate a green travel facility in the Bell Street multi-storey car park when it opens following a multi-million pound transformation. 

A bike and wheeled sports skill park, regional bike reuse centre and cycle lending scheme will all be available to the public. Refurbishment of the car park into a Green Transport Hub is being undertaken after Dundee City Council was allocated £14.4 million from the UK Government’s Levelling Up Fund. 

Now, the city council has announced that Angus Cycle Hub CIC will operate from the ground floor level. 

Planned facilities and programmes will include:

  • Bike and Wheeled Sports Skills Park: Indoor modular cycle training space and pumptrrack for bicycles, BMX, scooters, adaptive bikes, and early years cycling education.
  • Regional Bike Reuse Centre: Refurbishment, sale and redistribution of up to 4,000 bikes annually through existing recycling agreements.
  • Public Bike Library & Leasing Scheme: Affordable subscription model for residents, students, visitors and low-income users.
  • Cycle Shop & Servicing: Retail and repair services to support local cycling and generate income to make the project sustainable.
  • Secure Public Cycle Storage and Amenities: 150+ secure bike spaces.
  • Cargo Bike and Ebike Hire: Low-carbon urban logistics and mobility options. 

Convener of Fair Work, Economic Growth and Infrastructure Cllr Steven Rome said: “The total project represents an ambitious redevelopment of the car park into a pioneering green transport hub which is designed to help support people to change travel habits for the future. 

“It will make a significant contribution towards our goal of creating a greener city made up of strong communities where people feel empowered and safe, and where we are tackling climate change to reach our target of net zero emissions by 2045.”

 Depute convener Cllr Siobhan Tolland added: “The hub will accommodate infrastructure to provide people with access to sustainable transport options that improve connectivity and make the city centre greener, safer, and a more attractive place to live, work and visit. 

“I am delighted that Angus Cycle Hub CIC will be appointed to operate from the ground floor space. They have come forward with an innovative and imaginative programme and I look forward to seeing this being delivered.”  

Bell Street Green Transport Hub is due to open in autumn this year with the new facility opening on the ground floor next spring.

It will bring together several of our existing services under one roof, including the move of our CycleHub.Org bike recycling centre from Forfar to this new, state-of-the-art facility.

We’re also excited to be working alongside other local organisations to expand opportunities for communities to experience the benefits of cycling — supporting healthier lifestyles, improved wellbeing, and a shift away from car use within the city.”

That’s why we’re so pleased to see Dundee City Council working with Angus Cycle Hub to tackle some of the barriers to cycling with these new facilities. The development of the Green Transport Hub is an important step towards Dundee becoming a city where many more people can access the benefits of everyday cycling, and we're looking forward to seeing it in operation.” 

 Main works currently ongoing at Bell Street include the installation of electrical vehicle chargers supported by a solar panel array on the roof with a battery storage system. A full mechanical and electrical upgrade is being undertaken as well as the installation of new feature cladding and construction of the ground floor public cycle storage and bike reuse centre. The area surrounding the car park will include enhanced landscaping with active travel routes designed with consideration of future active travel connections and development.
