Bell Street Hub Festive Parking Offer

A parking deal for Christmas is being offered to drivers as Dundee’s Bell Street Hub reopens after a multi-million pound refurbishment. 

From Monday December 8, motorists will be able to park all day for £3, with the price on offer until early January. 

The special festive rate is designed to encourage motorists to return to the facility and also attract people to Dundee city centre for longer visits during the festive period. 

The major refurbishment project was undertaken after Dundee City Council was allocated £14.4 million from the UK Government’s Levelling Up Fund and £1.6 million from Transport Scotland’s Active Travel Infrastructure Fund.   

Council leader Cllr Mark Flynn and City Growth and Infrastructure convener Cllr Steven Rome visited the facility to help promote the parking offer. Cllr Flynn said: “I am delighted to see the first phase of the Bell Street Hub open to the public. While the facility will focus on the future of green transport in Dundee, it also plays an important role as a car park for the city centre for both commuters and shoppers. This all day offer will allow visitors to relax and spend more time in the city centre. 

“We are keen to encourage drivers of all types of car to use the hub, and this discounted offer is intended get people back into the habit of using Bell Street after its closure for the works.” 

Cllr Rome added: “This project represents an ambitious redevelopment of the car park into a pioneering hub which is designed to help change people’s travel habits for the future with the inclusion of EV chargers and other facilities. It is also a key part of the city centre’s network of car parks and the special rate is on offer to get people to go back to Bell Street."

The car parking elements of the hub will re-open from Monday December 8, with other elements to open in spring 2026. This includes a green travel facility operated by Angus Cycle Hub CIC. You can find details here  

The entrance to the car parking levels is now via the westbound North Marketgait,  as the underpass off Dudhope Crescent Road will be only available for pedestrians and cyclists when it re-opens in the spring. 

The car parking is spread across four levels with EV bays, accessible bays and standard bays which should accommodate every type of car and driver.   

Main contractor McLaughlin & Harvey Construction Ltd carried out the main works which took place at Bell Street. These included the installation of electrical vehicle chargers supported by a solar panel array on the roof with a battery storage system.  

A full mechanical and electrical upgrade was undertaken as well as the installation of new feature cladding and construction of the ground floor green travel facilities. 

Dougie McCusker, Construction Director from McLaughlin & Harvey said: “We are delighted to be here today to mark the opening of Dundee’s new Green Transport Hub. We are proud to be part of the regeneration of the Bell Street area and re-purposing the carpark into a 21st-century sustainable transport hub for the city centre.” 

The project was procured through the SCAPE Framework.   

The area surrounding the hub will include enhanced landscaping with active travel routes designed with consideration of future active travel connections and development. 

UK Roads and Buses Minister, Simon Lightwood said: “It's great to see this innovative green transport hub opening in the heart of Dundee, made possible by UK Government funding of £14.4 million.   

“We’re doing all we can to make real change in every corner of the UK, and this project shows how targeted investment can transform local infrastructure, create sustainable transport options, and support city centre businesses and communities for years to come."
