Bell Street Hub Bike Skills Track Opens

The opening of a specialised bike skills track on Friday (June 26) marks the final gear shift in the transformation of a Dundee city centre multi-storey car park into a green travel facility.
Senior councillors helped to celebrate the achievement for the multi-million pound Bell Street Hub ahead of an opening day for the community on Saturday (June 27).
Work to deliver the project was undertaken after Dundee City Council was allocated £14.4 million from the UK Government’s Levelling Up Fund and £1.6 million from the Scottish Government’s Active Travel Infrastructure Fund.
Angus Cycle Hub CIC has taken over the ground floor of the refurbished building and is providing
An indoor bike skills park featuring a pump track, bike trails, coaching and learning opportunities.
A state-of-the-art bike shop and cycle service centre
A regional bike reuse centre, recycling over 4,000 bikes per year from recycling centres and via public donations
24hr public secure bicycle parking and storage
A dedicated event room for training provision and a space for community events.
Car parking is spread across four levels with EV bays, accessible bays and standard bays which should accommodate every type of car and driver.
Main contractor McLaughlin & Harvey Construction Ltd carried out the main works which took place at Bell Street. These included the installation of electrical vehicle chargers supported by a solar panel array on the roof with a battery storage system.
A full mechanical and electrical upgrade was undertaken as well as the installation of new feature cladding and construction of the ground floor green travel facilities.
The Grand Community Opening event will take place on Saturday 27 June 2026 from 10:00am to 5:00pm, welcoming members of the public to explore the new facility and discover the wide range of cycling, active travel and community services on offer.
City Growth and Infrastructure convener Cllr Steven Rome and transport lead Cllr Siobhan Tolland helped to mark the opening.
Cllr Tolland said: “This project represents an ambitious transformation of the car park into a pioneering green hub which is designed to help change people’s travel habits for the future.
“The opening of the bike skills park is an exciting new development for the city, and I hope as many people as possible can attend on Saturday to get a taste of the new facilities.
“The inclusion of EV chargers and other amenities shows that the design of the hub is looking forward to the future of transport in our city.”
Scott Francis, Director of Angus Cycle Hub CIC, said: “We are delighted to be opening the remaining services at Dundee Cycle Hub's new home within the Bell Street Green Transport Hub. The launch of our secure cycle parking facility and indoor Bike Skills Park on 27 June marks another major milestone for the project and for cycling in Dundee.
“As part of our opening celebrations, we look forward to welcoming visitors for taster sessions, guided tours and the opportunity to experience the new facilities first-hand. The Hub has been designed as a wraparound service, complementing our existing bike shop, repair workshop, bike hire and bike reuse programmes. Not only can we provide affordable access to bikes, but we can now also offer a safe and accessible space for people of all ages to learn, develop skills and enjoy cycling.”
The Dundee Cycle Hub Opening Day will take place on Saturday 27 June from 10:00am to 5:00pm at the Bell Street Green Transport Hub. The event will feature Bike Skills Park taster sessions, facility tours, demonstrations and family-friendly activities.

The cycle hub project has been supported by multiple funders, including Tactran’s People and Place Programme.
Public art at the underpass beside the hub was carried out by Dundee artist Fraser Gray.
The Bell Street Hub has also received gold Mobility Hub Accreditation from CoMoUK, the national organisation for shared transport, a charity which promotes its social, economic and environmental benefits.
Richard Dilks, chief executive of CoMoUK, said: “Dundee is leading the way in Scotland by embracing the mobility hub concept, and the green transport facility created on Bell Street is a shining example.
“These hubs are a brilliant way of putting sustainable transport options right in the heart of bustling cities.
“They make it far easier for both locals and tourists to get around, creating seamless links between public transport and schemes such as shared e-bikes and car clubs.
“They also reclaim space for green and convenient modes of transport that is usually taken up by private cars, helping to cut traffic congestion and carbon emissions in the process.
“We congratulate Dundee City Council on its ambitions in this area, and hope its example will be followed by local leaders in other towns and cities who want to improve their urban environments.”
