II PLANNING APPLICATIONS

 

(a) 20-00128-FULL - ERECTION OF CARE HOME, 3 MIDDLE ROAD, LIFF, DUNDEE - FOR LIFF CARE DEVELOPMENT LTD - FOR LIFF CARE DEVELOPMENT LTD

 

This item was deferred.

 

(b) 20-00247-FULL - ERECTION OF 20 FLATS AND 3 HOUSES, LAND TO THE EAST AND WEST OF LIFF PLACE AND NORTH OF BROWNHILL PLACE, DUNDEE - FOR BLACKWOOD HOMES AND CARE

 

The Committee acceded to requests for a deputation to address the Committee relative to objections to and in support of the above application which was recommended for approval. After the deputations had stated their cases and answered questions from members of the Committee, they were thanked for their attendance and withdrew.

 

Thereafter, having considered objections received, the Committee approved the application, subject to the conditions recommended by the Head of Planning and Economic Development.

 

(c) 20-00248-FULL - ERECTION OF 12 FLATS AND 10 HOUSES LAND AT GOURDIE PLACE, GOURDIE CRESCENT, CHARLESTON ROAD, INVERCRAIG PLACE AND BALGARTHNO ROAD FOR BLACKWOOD HOMES AND CARE

 

The Committee acceded to requests for a deputation to address the Committee relative to objections to and in support of the above application which was recommended for approval. After the deputations had stated their cases and answered questions from members of the Committee, they were thanked for their attendance and withdrew.

 

Thereafter, having considered objections received, the Committee approved the application, subject to the conditions recommended by the Head of Planning and Economic Development.

 

(d) 20-00249-FULL - ERECTION OF 6 FLATS AND 3 HOUSES LAND TO THE SOUTH OF BUTTARS ROAD, DUNDEE FOR BLACKWOOD HOMES AND CARE

 

The Committee acceded to requests for a deputation to address the Committee relative to objections to and in support of the above application which was recommended for approval. After the deputations had stated their cases and answered questions from members of the Committee, they were thanked for their attendance and withdrew.

 

Thereafter, having considered objections received, the Committee approved the application, subject to the conditions recommended by the Head of Planning and Economic Development.

 

(e) 20-00250-FULL - ERECTION OF 12 FLATS LAND TO THE EAST OF BROWNHILL PLACE AND NORTH OF BROWNHILL STREET, DUNDEE FOR BLACKWOOD HOMES AND CARE

 

The Committee acceded to requests for a deputation to address the Committee relative to objections to and in support of the above application which was recommended for approval. After the deputations had stated their cases and answered questions from members of the Committee, they were thanked for their attendance and withdrew.

 

Thereafter, having considered objections received, the Convener, seconded by Bailie Roberts, moved that the application be approved, subject to the conditions recommended by the Head of Planning and Economic Development.

 

As an amendment, Councillor Malone, seconded by Councillor Marra, moved refusal of the application on the grounds that:-

 

1. The proposal is contrary to Policy 10 and Appendix 4 (Design of New Housing) of the Dundee Local Development Plan 2019. The proposal does not comply with the minimum parking standards required by the Appendix 4 and would not provide an acceptable level of parking provision. There are no material considerations of sufficient weight to justify approval of the application.

 

2. The proposal is contrary to Policy 54 (Safe and Sustainable Transport) of the Dundee Local Development Plan 2019. The proposal would have a detrimental effect on the safe functioning of the existing road network. There are no material considerations of sufficient weight to justify approval of the application.

 

On a division, there voted for the motion - the Convener, Depute Lord Provost Campbell, Bailies Roberts, Sawers and Macpherson and Councillors Alexander, Cordell, Flynn, Rendall and Rome (10); and for the amendment Lord Provost Borthwick, Bailies Keenan, Wright and Scott and Councillors Hunter, Cruickshank, McIrvine, Malone, Marra, Richardson, Hay and Duncan (12) whereupon the amendment was declared carried.

 

(f) 20-00251-FULL LAND AT BALGARTHNO STREET, GOURDIE TERRACE AND BALGARTHNO ROAD, DUNDEE FOR BLACKWOOD HOMES AND CARE

 

Having considered objections received, the Committee approved the application, subject to the conditions recommended by the Head of Planning and Economic Development.

 

III DELEGATED APPLICATIONS

 

There was submitted Agenda Note AN50-2020 advising the Committee that from 1st October to 30th November, 2020, the Planning Team determined 111 applications under delegated powers. 108 of those were approved and three were refused. 19 of the applications received objections and these were all approved.
