I BALGAY PARK - COMMUNITY PROJECT ENHANCEMENTS TO BALGAY HILL

 

The Director of Leisure and Arts submitted Report No 677-2003 seeking approval to proceed with Phase 1 of the above improvements.

 

The Committee,

 

(a)approved Phase 1 of the improvements to Balgay Hill which would involve a partnership between community groups and the Leisure and Arts Department including landscape restoration, creation of a viewpoint and planet trail.

 

(b)agreed to accept the offers from the undernoted specialist suppliers amounting to 4,885 in total:-

II TENDERS RECEIVED

 

(a)The City Engineer submitted Report No 675-2003 giving details of the undernoted contract:-

 

Camperdown Car Park

 

The Committee agreed to accept the lowest offer by Tayside Contracts to carry out the above works for the sum of 24,995.58 to which required to be added allowances of 5,004.42 for contingencies and 3,000 for fees making a total expenditure of 33,000.

 

(b)The City Architectural Services Officer submitted Report No 680-2003 giving details of offers received for the undernoted contracts:-

 

(i) Lochee Park - Upgrading of Pavilion

 

The Committee agreed to accept the lowest offer by Muirfield (Contracts) Limited amounting to 23,286.77 to which required to be added allowances of 70 for building warrant, 305 for planning supervisor and 3,940 for professional services making a total expenditure of 27,601.77.

 

The Committee also noted that Muirfield (Contracts) Limited had listed the undernoted sub-contractors:-

(ii) Olympia Leisure Centre - Waterslide Refurbishment Phase 3

 

The Committee agreed to accept the specialist offer from Van Egdom B V, De Meern, Holland amounting to 7,080 (?9,600) to which required to be added an allowance of 354 for professional services making a total expenditure of 7,434.

 

III CAMPERDOWN WILDLIFE CENTRE SIGNAGE

 

On a reference to Article I(c) of the minute of meeting of this Committee of 15th September 2003 the Director of Leisure and Arts submitted Report No 687-2003 seeking approval for the design, manufacture and direction of signage at Camperdown Wildlife Centre.

 

The Committee approved Keillor Graphics, Arbroath as the partnering contractor to design, manufacture and erect signage at the wildlife centre to the value of 30,000.

 

IV CARPET BEDDING 2004

 

There was submitted Agenda Note AN468-2003 advising that requests had been received from the Institute of Chartered Accountants in Scotland 150th Anniversary, ENABLE-50th Anniversary and Dundee City Disability Sport for carpet bedding schemes at the McManus Galleries Gardens in 2004.

 

The Committee agreed that the applications from Dundee City Disability Sport and ENABLE - 50th Anniversary be approved.

 

V DUNDEE MILITARY SHOW 2004

 

There was submitted Agenda Note AN469-2003 advising that requests had been received from the Armed Forces Careers Office to provide a military show at Camperdown Country Park on 6th June 2004.

 

The Committee approved the event and remitted to the Director of Economic Development to enter into a lease agreement. The Committee also noted that the event would be subject to the necessary insurances being provided indemnifying the Council against damage to property, injury or loss of life etc, to members of the public and, in addition, to any services being provided by the department being paid for by the applicants. In addition, an acceptable risk assessment would require to be forwarded and approved by the relevant Council Officer prior to the event going ahead.

 

VI CITY OF DUNDEE SPRING FLOWER SHOW

 

There was submitted Agenda Note AN470-2003 approving the transfer of the City of Dundee Spring Flower Show from the Caird Hall to Dundee Ice Arena and for its change of name to the City of Dundee Spring Garden Show.

 

VII TAYSIDE BIODIVERSITY CO-ORDINATOR

 

There was submitted Agenda Note AN471-2003 requesting approval of expenditure of 1,750 as Dundee City Council's contribution to the post of the Tayside Biodiversity Co-ordinator.

 

The Committee approved accordingly.

 

VIII BAXTER PARK - PARK CENTRE

 

There was submitted Agenda Note AN472-2003. Reference was made to Article III(a) of the minute of meeting of this Committee of 18th August 2003 when the Committee agreed to accept the lowest offer submitted by Taycon Construction Limited amounting to 392,923.52.

 

The Committee noted that Taycon Construction Limited had been placed in interim liquidation and with the agreement of the Chief Executive and the Heritage Lottery Fund a letter of acceptance had been issued to Muirfield (Contracts) Limited who submitted the second lowest tender amounting to 401,443.16 after checking.

 

The Committee also noted that the undernoted sub-contractors had been listed by Muirfield (Contracts) Limited and that a claim would be lodged with the liquidator for the additional sum representing the difference between the two tenders:-

The Committee agreed that the undernoted item be considered as a matter of urgency in terms of Standing Order No 52(3)(b) in view of the timescales involved.

 

IX MAJOR PROJECT GRANTS AND SMALL PROJECT GRANTS

 

The Director of Leisure and Arts submitted Report No 704-2003 seeking approval towards a grant of 2,000 to "Projector Animation Festival".

 

The Committee agreed to authorise the grant.

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in Paragraphs 6 and 9 of Part 1 of Schedule 7(A) of the Act

 

X CAMPERDOWN GOLF CLUB

 

There was submitted Agenda Note AN473-2003 advising that a request had been received from the Trustees of the above Golf Club for a temporary reduction in rent.

 

The Committee approved that the Director of Economic Development, after consultation with the Director of Leisure and Arts, had agreed a reduction in rent as detailed.
