I PURCHASE OF WORK ACCESS EQUIPMENT

 

There was submitted Report No 509-2005 by the Head of Waste Management seeking authority to purchase work access platform equipment for use in the Marchbanks Workshops Paintshop within the Waste Management Department.

 

The Committee agreed to accept the offer amounting to 31,850 received from C and S Equipment Limited, Colchester.

 

II PURCHASE OF WEIGHBRIDGE EQUIPMENT

 

There was submitted Report No 508-2005 by the Head of Waste Management seeking authority to purchase upgraded weighbridge equipment for use at the three Licensed Waste Management Facilities within the Waste Management Department.

 

The Committee agreed to accept the offer amounting to 90,675 received from Shering Weighing Limited, Dunfermline.

 

III PURCHASE OF SKIPS AND ROLONOF CONTAINERS

 

There was submitted Report No 512-2005 by the Head of Waste Management seeking authority to purchase skips and containers.

 

The Committee agreed to accept the offer from OPSA UK Ltd, for the supply of all containers at the costs detailed in the report.

 

IV INSTALLATION OF LIGHTING AT RECYCLING PLANT

 

There was submitted Report No 510-2005 by the Head of Waste Management seeking authority to install additional lighting at the Baldovie Waste Recycling & Processing Plant within the Waste Management Department.

The Committee agreed to accept the offer amounting to 3,050 received from Woodside Electrical Company, Perthshire.

 

V SUPPLY OF REPLACEMENT CUTTERS

 

There was submitted Report No 511-2005 by the Head of Waste Management seeking authority to supply cutter replacements and other associated equipment for the mattress and sprung furniture recycling unit at the Baldovie Waste Recycling & Processing Plant within the Waste Management Department.

 

The Committee agreed to accept the offer from Ulster Shredders Ltd, Ballyclare amounting to a maximum of 38,589.55.

 

VI REVIEW OF PUBLIC CONVENIENCE FACILITIES PROVIDED BY THE WASTE MANAGEMENT DEPARTMENT

 

There was submitted Joint Report No 513-2005 by the Head of Waste Management and Assistant Chief Executive (Management) advising of the outcome of a review of the public toilet stock provided by the Waste Management Department, and seeking approval to implement the findings.

 

The Committee agreed:-

 

(i) to permanently close the Ladies and Gents Public Conveniences located within Aimer Square, Lochee, Dundee;

 

(ii) to instruct the City Engineer to invite tenders for the demolition of the existing facility;

 

(iii) to install an Automatic Public Convenience (APC) at a suitable location within the Lochee area;

 

(iv) to permanently close the Public Convenience located at Castle Street, Dundee;

 

(v) to install an Automatic Public Convenience at a suitable location within the City Centre; and

 

(vi) to remit the personnel implications arising from the report to the Personnel Committee for consideration.

 

VII CONTAMINATED LAND STRATEGY - SITE INVESTIGATION CONTRACTS

 

There was submitted Report No 500-2005 by the Head of Environmental Health & Trading Standards making recommendations for the continuing implementation of the Contaminated Land Regime, in particular letting of contracts for site investigation works.

 

The Committee agreed:-

 

(i) that the Environmental Health & Trading Standards Department (EHTS) continued to use the City Engineers in a consulting role, utilising their expertise in reviewing reports, tender preparation and project management;

 

(ii) that the Depute Chief Executive (Support Services) be authorised to accept the most favourable tender for each work package as recommended by the City Engineer. All such tenders would be reported retrospectively to committee for information; and

 

(iii) the spending of up to 271k in financial year 2005-2006 for the purposes of progressing the Contaminated Land Strategy.

 

VIII TENDERS RECEIVED - CLAVERHOUSE INDUSTRIAL PARK - RELOCATION OF ENVIRONMENTAL HEALTH ANDTRADING STANDARDS

 

There was submitted Report No 523-2005 by the City Architectural Services Officer detailing an offer received for the relocation of Environmental Health and Trading Standards Department to Unit A, Claverhouse Industrial Park.

 

The Committee agreed to accept the offer received from Dundee Contract Services amounting to 67,000.00.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part 1 of Schedule 7(A) to the above Act.

 

IX CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 90 - DEFECTIVE STAIR LIGHTING

 

There was submitted agenda note AN338-2005 detailing notices which had been served on owners of properties requiring works to be carried out.

 

The Committee noted that the Head of Environmental Health and Trading Standards would carry out the works should the owners not comply within the timescales.
