The minute of meeting of this Committee of 10th January, 2011 was held as read.

I PROPOSALS FOR A REGIONAL GYMNASTICS CENTRE IN DUNDEE

 

The Convener and Councillors Ross, Hunter, McCready and Bailie Wallace declared a non-financial interest in this item by virtue of their Council appointments to Dundee Leisure Board. Councillor McCready also declared a non-financial interest in this item by virtue of his position of Chair of 2K Gymnastics Board.

 

There was submitted Report No 34-2011 by the Director of Leisure and Communities informing the Committee of the proposal to establish a regional Gymnastics Training Centre at the Dick McTaggart Sports Centre.

 

The Committee agreed to:-

 

(i) note the content of the report;

 

(ii) approve that the upgraded facility, once complete, be run by Dundee Leisure, or its successor body, and remitted officers to enter into discussion with Dundee Leisure on this basis;

 

(iii) approve officers entering into negotiation with Dundee College to arrange a weekly day-time licence for use for the car park to be reported back to Committee for agreement; and

 

(iv) approve the issuing of tender documents if funds were available.

 

II PROPOSALS FOR OUTDOOR PITCH RECONFIGURATION AT DISC

 

The Convener and Councillors Ross, Hunter, McCready and Bailie Wallace declared a non-financial interest in this item by virtue of their Council appointments to Dundee Leisure Board.

 

There was submitted Report No 64-2011 by the Director of Leisure and Communities informing the Committee of the proposal to replace the ageing outdoor pitches at DISC Sport and Leisure Centre and seeking approval to progress.

 

The Committee agreed to:-

 

(i) note the content of the report;

 

(ii) approve the upgrade of the facility which is managed by Dundee Leisure; and

 

(iii) remit the City Engineer to bring forward a tender report for the works to a future Committee.

 

III TENDER FOR THE SUPPLY, DELIVERY AND INSTALLATION OF AN AUDIO SYSTEM FOR THE CAIRD HALL AUDITORIUM

 

There was submitted Report No 58-2011 by the Director of Leisure and Communities detailing the proposals received for the supply, delivery and installation of an audio system for the Caird Hall auditorium and requesting a decision on acceptance of the recommendation.

 

The Committee agreed to accept the proposal submitted by TMC Ltd to supply, deliver and install a system suitable for the purpose, at a total cost of 69,592.14.

 

IV EXTENSION TO SERVICE LEVEL AGREEMENTS WITH DUNDEE COLLEGE AND CRAIGOWL COMMUNITIES - 2011

 

There was submitted Report No 46-2011 by the Director of Leisure and Communities seeking approval to extend the current Service Level Agreements with Dundee College and Craigowl Communities until 30th June, 2011.

 

The Committee approved the extension of the current Service Level Agreements for a three month period in order to allow consultation on a review of the Adult Literacy Strategy which would take place between February and April 2011.

 

V CRAFT MAKERS AWARD: DUNDEE ALLOCATION

 

There was submitted Report No 65-2011 by the Director of Leisure and Communities making a recommendation for grant awards from the Craft Makers Award: Dundee Scheme.

 

The Committee approved the following awards to:-

 

Hilary Grant

1,000 towards taking part in Pulse International Craft Fair.

 

Genna Delaney

750 towards a stone cutting course to develop her jewellery business.

 

Lianne McCurrach

750 towards participating in the British Craft Fair.

 

Sara Nevay

500 towards a collaborative project on adapting vintage materials to develop her creative practice.

 

These awards would be made on return of a letter of agreement from the recipients.

 

VI DUNDEE VISUAL ARTISTS AWARD ALLOCATION - 2ND ROUND

 

Councillor Lynn declared a non-financial interest in this item by virtue of his Council appointment to DCA Board.

 

There was submitted Report No 59-2011 by the Director of Leisure and Communities making a recommendation for grant awards from the Dundee Visual Artists Award Scheme from the second round of applications this year. As part of a national scheme, Creative Scotland recommended that the maximum grant be increased from 1,000 to 1,500 to reflect realistic project costs. The recommendations of the following awards reflected this increase.

 

The Committee approved the following awards to:-

 

Alisdair Smith

700 towards the realisation of a time-based art project using film to explore ideas of Antarctic exploration.

 

Hayley Mathers

200 towards the production of a new body of work including learning new techniques in printmaking at DCA Print Studio.

 

Janey Muir

500 towards the development of a new body of work that explores the relationship between sculpture and performance.

 

Jennifer Robson

250 towards the creation of a new body work for two exhibitions. (Outbye Gallery in Pittenweem and Compass Gallery in Glasgow) in 2011.

 

Jonathan Baxter

250 towards costs associated with the delivery of a nine day public art and performance festival to celebrate and challenge what we think we know about Dundee.

 

Mary Somerville

500 - the creation of a new body of work - animation and sculpture from a recent period research spend in France.

 

Rachel Walker

200 to create a new body of work including collage, print and video work.

 

Robert Jackson

500 towards a research project exploring the printmaking technique of laser cutting to enhance limestone lithography.

 

Ross Brown

300 funding for research and material costs to develop a new body of work for a new exhibition of paintings at the Eb and Flow Gallery in London.

 

Stephen Murray

1,200 to support the production phase of a large sculpture influences by the mechanism of a 'Merry Go Round' following a period of research and development.

 

These awards would be made on return of a letter of agreement from the recipients.

 

VII TENDERS RECEIVED

 

The Convener and Councillors Lynn, McCready and Macpherson declared a non-financial interest in this item by virtue of their Council appointment to DCA Board.

 

There was submitted Report No 72-2011 by City Architectural Services Officer giving details of offers received for the undernoted contract:-

 

(i) DUNDEE CONTEMPORARY ARTS CENTRE - STAIRWELLS 2, 3 AND 6 EMERGENCY AND GENERAL LIGHTING UPGRADE

 

The Committee agreed to accept the lowest tender from E W Edwardson (Electrical Contractors) Ltd, Glenrothes amounting to 27,058.98, together with allowances of 4,335 for professional services, making a total of 31,393.98.
