I DECLARATIONS OF INTEREST

 

Councillors Dawson, Campbell and Ferguson declared a non-financial interest in Article II by virtue of their membership of TAYplan.

 

II FIFE LOCAL DEVELOPMENT PLAN (FIFEPLAN) CONSULTATION ON PROPOSED PLAN

 

There was submitted Agenda Note AN253-2014, advising that the Proposed Fife Local Development Plan (FIFEplan) had been published for a period of public consultation closing on 8th December, 2014, and that Dundee City Council had been consulted as a neighbouring authority.

 

The Committee remitted to the Director of City Development to advise Fife Council that Dundee City Council had no objection, in principle, to the proposed Local Development Plan.

 

III RIVERSIDE AGGREGATE RECYCLING FACILITY

 

There was submitted Agenda Note AN254-2014 advising the above mentioned project was the first phase of a prudential borrowing scheme seeking to recycle construction aggregates, gully waste and street sweepings adjacent to the existing Riverside Recycling facilities. The first phase was to construct a 1.2 hectare hardstanding area out of recycled materials from the Dundee Waterfront works in which to store and process construction aggregates for reuse in Dundee City Council and other projects.

 

It was reported that, with the approval of the Chief Executive, an offer had been negotiated with Sir Robert McAlpine through the existing Dundee Central Waterfront Contract 4 - Infrastructure, SUDS Pond and Public Open Space Contract.

 

Given the limited timescales available, the Chief Executive and the City Engineer, after consultation with the Convener and Spokespersons of the other Groups, accepted the offer from Sir Robert McAlpine. The contract amount was for 104,242.45 which, together with allowances of 10,000 for City Engineers professional fees and 10,757.55 for contingencies, made a total expenditure of 125,000.

 

Committee noted accordingly.

 

IV LOGIE, WEST END LANES, WEST END SUBURBS AND MARYFIELD CONSERVATION AREA APPRAISALS

 

There was submitted Report No 432-2014, making reference to Article IV of the minute of meeting of this Committee of 22nd September, 2014, wherein the Committee remitted the Director of City Development to consult with the local community and interested parties on the terms of the Draft Conservation Area Appraisals and to report back with the results of the consultation process.

 

The Committee:-

 

(a) approved the Conservation Area Appraisals as planning guidance;

 

(b) remitted the Director of City Development to cancel the existing Maryfield and West End Suburbs Conservation Area Boundary;

 

(c) remitted the Director of City Development to give notice to the Scottish Government of the designation of the new Maryfield and East End Suburbs Conservation Area boundaries;

 

(d) remitted the Director of City Development to advertise the designation in the Edinburgh Gazette and Evening Telegraph newspapers; and

 

(e) remitted the Director of City Development to apply to the Scottish Government to replace the Article 4 Direction.

 

V DRAFT SITE PLANNING BRIEF

 

There was submitted Report No 297-2014 by the Director of City Development seeking approval of a Draft Site Planning Brief for consultation with local communities and interested parties in order to promote the redevelopment opportunities at the former Kingspark School on Gillburn Road.

 

The Committee:-

 

(a) approved the Draft Site Planning Brief for consultation purposes;

 

(b) remitted the Director of City Development to consult with the local communities and interested parties on the Draft Site Planning Brief; and

 

(c) remitted to the Director of City Development to report on the results of the consultation.

 

VI WILLIAM FITZGERALD WAY - VARIATION OF WAITING RESTRICTIONS 2014

 

There was submitted Report No 420-2014 by the Director of City Development relative to a request for alterations to waiting restrictions in William Fitzgerald Way due to inconsiderate parking on a blind bend which obstructs vehicular sightlines.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Order for Dundee.

 

VII DISABLED PERSONS PARKING PLACES (OFF-STREET ADDITIONS) ORDER

 

There was submitted Report No 426-2014 by the Director of City Developments relative to:-

 

(a) the requirement to increase the provision of disabled parking bays in off-street car parks which would alter the Dundee City Council (Disabled Persons Parking Places) (Off-Street) Order 2011;

 

(b) the requirement to remove all disabled parking bays from the Dundee City Council (Disabled Persons Parking Places) (Off-Street) Order 2011 which were currently within Pay on Foot car parks as these can self-enforce and are no longer required within this Traffic Regulation Order; and

 

(c) the deletion of two bays from within the Dundee City Council (Disabled Persons Parking Places) (Off-Street) Order 2011 at Balfour Street (School) car park as they were no longer under our control and were managed by Whitehall Theatre staff.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the abovementioned changes to the off-street disabled parking bay provision in the relevant Traffic Regulation Order for Dundee.

 

VIII DUNDEE AREA WAITING RESTRICTIONS 2015

 

There was submitted Report No 448-2014 by the Director of City Development relative to requests during the last twelve months for additions and alterations to waiting restrictions throughout the city.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Orders for Dundee, as detailed in the report.

 

IX TENDERS RECEIVED BY CITY ENGINEER

 

There was submitted Report No 391-2014 by the Director of City Development detailing tenders received in respect of the undernoted projects:-

 

(a) 14 RANKINE STREET - DEMOLITION

 

The Committee agreed to accept the lower offer, from Reigart Contracts Ltd, in the sum of 63,207.20, to which required to be added allowances amounting to 28,760, giving a total of 97,230.20.

 

(b) MARK HENDERSON CENTRE - DEMOLITION

 

The Committee agreed to accept the lowest offer, from Gowrie Contracts Ltd, in the sum of 52,456, to which required to be added allowances amounting to 22,705, giving a total of 75,161.

 

X TENDERS RECEIVED BY CITY ARCHITECT

 

There was submitted Report No 419-2014 detailing tenders received in respect of the undernoted projects:-

 

(a) DCA - CHILLER UNIT REPLACEMENT

 

The Committee agreed to accept a negotiated offer from the Environmental Department (Construction Services) in the sum of 166,188.26, to which required to be added allowances amounting to 44,760, giving a total of 210,948.26.

 

(b) DOUGLAS SPORTS CENTRE - TOILET UPGRADE

 

The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 47,186.09, to which required to be added allowances amounting to 7,219, giving a total of 54,405.09.

 

XI TENDERS RECEIVED BY DIRECTOR OF CITY DEVELOPMENT

 

There was submitted Report No 464-2014 by the Director of City Development detailing a tender received from Tayside Contracts in respect of Gillies Park Car Park surfacing in the sum of 48,358, to which required to be added allowances amounting to 1,642, giving a total of 50,000.

 

The Committee agreed to accept this offer.

 

XII MILL O MAINS BUS SERVICE

 

There was submitted Agenda Note AN258-2014, advising the Committee of the award of a contract to Stagecoach Strathtay to operate an hourly bus service between Mill OMains, Linlathen and Dundee City Centre, following a tendering process.

 

Using delegated powers, the Director of City Development had awarded the contract to Stagecoach Strathtay. The replacement service will operate under contract from 12th January, 2015 to 13th August, 2016.

 

Council Officers would seek views from the community over the next twelve month period to help inform decisions about the future needs of bus users.

 

The Committee noted accordingly.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

XIV DISPOSAL OF GROUND AT FOWLER ROAD, DUNDEE

 

There was submitted Report No 444-2014 by the Director of City Development advising the Committee of the disposal of an area of ground at Fowler Road, Dundee.

 

The Committee noted the disposal on the terms and conditions detailed in the report.

 

XV PROPOSED LEASE OF LAND NORTH OF RUTHVEN ROAD

 

There was submitted Report No 401-2014 seeking approval for the lease of land north of 1 Ruthven Road, Dundee.

 

The Committee approved the lease on the terms and conditions detailed in the report.
