Community Asset Transfer Proposal for Mid-Lin Day Care Centre

A Dundee adult care provider could be set to take over a council building as it looks ahead to developing its services for people across the city. 

Mid-Lin Day Care supports adults and older people with mental or physical disabilities, or those who face social isolation. The not-for-profit organisation provides activities which promote daily living skills and contribute to rehabilitation, while also supplying respite for carers.   

Councillors are being asked to approve the disposal of the from the Pitkerro Drive centre, which has been rented by the charity since 2003 from the local authority, under a Community Asset Transfer for £1. 

The City Governance Committee will be told that Mid-Lin Day Care intend to continue to use the building to offer services to their clients from across Dundee, and also to increase opportunities for local community use and activities in the Linlathen area, which is significantly impacted by poverty and deprivation.  

In the long-term Mid-Lin Day Care intend to demolish the current building and develop a purpose-built facility. Until capital funding for a new building has been secured, Mid-Lin Day Care will continue to operate from the existing building. 

Committee convener and council leader Cllr Mark Flynn said: “I am impressed by the work that Mid-Lin Day Care carries out for some of the most vulnerable people in their community. 

“This community asset transfer would also be the first step towards a new future for the organisation and I wish them all the very best in their endeavours.” 

Spokesperson for older people Cllr Lee Mills added: “Mid-Lin Day Care provides vital support for older people which helps them to stay active and connected with people in their local area. Having volunteered at Mid- Lin I would like to commend the work of Joyce, the board, staff and volunteers for their continued dedication to this fantastic and vital service.   

“The development of their services beginning with a community asset transfer will be a real boost for Linlathen.” 

The disposal would be subject to an economic development burden meaning that any future use of the property must only be for charitable purposes that benefit the community and cannot be used for commercial profit.  

Joyce McIntosh, Chair of the Board Mid-Lin Day Care Ltd said: “Mid-Lin Day Care Ltd is delighted to have had their application for Community Asset Transfer recommended for approval by Dundee City Council.  

“The Charity feels that being able to secure the building and rebuild on the same site is going to be a huge benefit to people who use our service and the wider community. People's needs are rapidly changing with people living longer and it is beneficial where possible to keep people at home and also care for their carers. Day Care is such an integral part of social care these days.  

“Having a modern building that meets needs for adults and older people and our community partners is paramount to promoting health and well-being for all.   

“Mid-Lin would like to take this opportunity to thank all those in Dundee City Council and on the Community Asset Transfer committee at Mid-Lin who have worked so hard to bring this to fruition.”
