Council Plan Update 2026, City Governance

An update on the progress that has been made to improve life for people in Dundee will be considered by councillors. 

The City Governance Committee is to look in detail at the latest annual analysis of the Council Plan 2022-27, which covers the year 2025-6. 

The plan contains five priority themes to help focus work to make the city a better place. These are: 

  • Reducing Child Poverty and Inequalities 

  • Delivering Inclusive Economic Growth 

  • Tackling Climate Change and achieve Net Zero Carbon Emissions by 2045 

  • Building Resilient and Empowered Communities 

  • Designing a Modern Council 

Council leader Cllr Mark Flynn explained: “We are working to shape our future and improve the lives of the people who live, work and learn here. We are a caring city and tackling the root cause of poverty head on remains one of the biggest challenges we face, especially as the cost-of-living crisis continues to significantly affect many of our citizens. 

“I am pleased that our efforts to create better ways to support to people in their communities, are receiving national recognition 

“In 2025, the city’s Local Fairness Initiative in Linlathen won the Cosla Excellence SOLACE Best Team Award, while What Matters To You was successful in the Strengthening Communities and Local Democracy category.  

“We are working with communities in the North East and East End Wards to develop a whole family approach, ensuring that families get the support they need, where and when they need it. 

“Through progress reports on this plan, and our other key plans, we will show our commitment to be inclusive, innovative and constantly learning about where we can improve.”  

The update report for 2025-26 to go before the City Governance Committee identifies highlights including: 

  • The implementation phase of “A Step Change in Positive Destinations for Young Dundonians”, which aims to close the participation and destinations gap for young people from the most deprived communities  

  • Transformation of a multi-storey car into the active travel Bell Street Hub following awards of £14.4 million from the UK Government’s Levelling Up Fund and £1.6 million from Transport Scotland’s Active Travel Infrastructure Fund 

  • Environmental upgrade works across the city, with key developments including the reopening of revamped Longhaugh Park, and future works in the pipeline from £1.5 million investment in Camperdown Park, and £160,000 on new features for the Eliza Street Pocket Park in Stobswell. 

  • The council has once again exceeded the 1% target for total spending allocated for participatory budgeting, and 11,384 citizens have taken part in participatory budgeting exercises 

  • Delivery of the £100 million Drumgeith Community Campus Including Greenfield Academy, which opened in August 2025. 

Meanwhile, the report outlines how a Best Value Thematic Review found that the Council’s transformation programme is well resourced with robust officer-led governance arrangements in place to monitor activity through its Transformation Board.  

Key areas of focus include property rationalisation, fleet management and digital. 

Recent achievements have included the volume of total online transactions increasing by 32.7% over the previous year and 52.3% over the previous two years; the Reflect, Refresh and Renew programme in children’s social work improving outcomes for young people while reducing gross expenditure by approximately £2.7 million, and agreeing a Fleet Strategy that involves moving to a ‘single or dual supplier’ model for light vehicles. 

Delivery of the sixth phase of the transformation programme will continue to support future financial plans of the council. 

The committee meets on Monday June 22.
