Our Future City Centre - Strategic Investment Plan 2050

Dundee City Council is delighted to publish its approved City Centre Strategic Investment Plan 2050. Significant development and engagement has gone into producing this ambitious 30-year plan and we thank all of the stakeholders for their contributions. The plan sets out a long-term vision and identifies a wide variety of opportunities, including radical ideas for our future city centre, and conceptual plans and visuals for seven strategic development opportunity sites. You can find further information on the plan in the following tab ‘Approved Plan 2023’, which includes the approved plan, the Consultation Outcomes Report, and supplementary reports produced by our external consultants.

As the plan has progressed, the Council has continued to develop various pipeline projects within the city centre, including a shopfront improvement pilot, a new policy relating to commercial waste storage, securing design funding for the pedestrianisation of Union Street, a night-time economy pilot, lighting of key buildings, events planning, and traffic calming measures for Commercial Street. Stakeholder engagement and growing awareness of the plan has also generated significant interest from investors and developers, leading to multiple in-person presentations, discussions and site visits. All of this work contributes to the delivery of the plan’s vision, ambitions, strategic outcomes and actions. As intended, and to build on the current momentum generated, we will now produce an implementation plan to shape the delivery of the plan’s strategic outcomes and actions. Regular updates on the progress and delivery of the plan and its projects will be provided to the City Development Committee.

Consultation Outcomes Report

Following consultation on the draft plan during Oct to Dec 2022, all of the online questionnaire feedback has been assessed and recorded the Consultation Outcomes Report. The responses have been grouped into key comments and recurring themes, with corresponding responses from the City Council. Where appropriate, strategic feedback on the draft plan has been incorporated into the approved plan. We thank all of the stakeholders for their contributions to the plan’s development.

Consultants

The plan has been informed by work undertaken by the prominent architect practice Stallan-Brand, supported by specialist sub-consultants. The consultants have used their extensive knowledge and experience to develop ambitious proposals for the public realm and connectivity themes, while also exploring development solutions for seven key strategic development opportunity sites. Further detail on the consultant’s work is set out in the following supplementary reports. The ideas, concepts and proposals within the reports are intended to stimulate debate and to inform future thinking, they are not fixed projects.

Draft Plan Consultation 2022/23

Welcome to the consultation on the draft City Centre Strategic Investment Plan. The six-week consultation commenced on the 1st November and will end at 10pm on Tuesday 13th December 2022. A Smart Survey questionnaire is available to allow you to provide feedback on the key elements of the draft plan. To help with responding to the questionnaire, we recommend that you read the draft plan to gain an understanding of the five key themes and the strategic development opportunities.

Youth Consultation

To address a lack of representation from the city’s youth during our preliminary consultation, Dundee and Angus College’s Service Design Academy have engaged with students, young people, and youth groups on the future of the city centre. 227 participants (aged 16 – 24 years) were consulted over the course of eleven events and online engagement. The concerns, views, insights, and ideas put forward have been taken on board to help inform the draft Plan. A copy of the report is available in the following link.

Post Consultation

Following completion of the consultation period, all feedback and comments will be considered to help shape the final draft of the plan. A finalised plan is estimated to be approved in early 2023. Thank you in advance for your participation in shaping the future of the city centre.

To find out your views on the future of Dundee’s city centre and to help shape the strategic investment plan, a six-week online consultation was held from Friday 27th Nov 2020 to Friday 8th Jan 2021. Positively, 260 responses were received.

The City Council greatly appreciates the time and effort that went into the comments and is grateful for your assistance in helping us shape the future of the city centre. A Consultation Outcomes Report has been produced to help identify the key points and recurring themes.

Feedback from the consultation process is being used to help shape a proposed draft of the plan, which is intended to be published by the end of the year. As work progresses, there will be further opportunities to be involved in the process and to shape the finalised plan.

Strategic Environmental Assessment

The draft City Centre Strategic Investment Plan has undergone Strategic Environmental Assessment screening under section 8(1) of the Environmental Assessment (Scotland) Act 2005.
