The Council's Development Management service decides applications for planning permission, listed building consent, conservation area consent, advertisement consent and works to protected trees.

Please note the planning team offers a pre-application service where anyone can request planning advice from the planning authority before making an application for planning permission. Planning for Business
Applications for planning permission require to be determined on their own merits in accordance with the development plan unless material considerations indicate otherwise. Each application is assessed on its site-specific circumstances and individual merits.
- Planning permission may be needed if you want to undertake development and/or change the use of land or a building.

- Food & Drink - before applying for a restaurant, hot food takeaways etc, reference should be made to National Planning Framework (NPF) 4 Policy 27: and the Dundee Local Development Plan 2019 written statement Policy 27: Public Houses, Restaurants and Hot Food Takeaways, in the first instance.

- Alterations to a shop front – The majority of buildings within the city centre are located within the Central Conservation and may be listed.
- HMO - Legislation requires that houses in multiple occupation are licensed by the Council. Planning permission may also be required, dependent on the scale of the HMO.
- Short Term Lets - The Scottish Government introduced a new mandatory licensing scheme for Short-term Lets (STL) in Scotland. This includes holiday cottages, B&B’s, guest houses, rooms within a home and unconventional accommodation such as cabins, pods and yurts. This scheme became fully implemented from 1 October 2023 therefore anyone wishing to operate an STL, who hasn’t already submitted an application, cannot accept any guests or bookings until they have been granted a licence to do so. Planning permission may also be required, dependent on the scale of the HMO.
